For the second year in a row, the show featured wrestlers from the American Total Nonstop Action Wrestling (TNA). In addition, the show also featured wrestlers from the Mexican Consejo Mundial de Lucha Libre (CMLL) as part of a new relationship between NJPW and CMLL. Wrestlers from other Japanese promotions also took part in the show, including All Japan Pro Wrestling (AJPW), Pro Wrestling Noah and Pro Wrestling Zero1, whose top title, the World Heavyweight Championship, was defended during the show.

It took place over a period of two days on April 28 and 29, 1995, but did not air in North America until August 4, 1995, when WCW broadcast a selection of matches from the show on pay-per-view. The event was the first PPV from a North American wrestling promotion to be held in North Korea. The main event was Ric Flair versus Antonio Inoki. WCW Halloween Havoc '92 took place on October 25, 1992 from the Philadelphia Civic Center in Philadelphia, Pennsylvania. The main event was Jake Roberts versus Sting in a Spin The Wheel...Make The Deal Match. A second main event was a title defense of the WCW World Heavyweight Championship by Ron Simmons against The Barbarian. Steve Williams and Terry Gordy were to challenge the NWA & WCW Wold Tag Team Champions, Barry Windham and Dustin Rhodes, however Gordy no-showed the event which led to Steve Austin subbing for him. Another substitution occured when Rick Rude chose not to wrestle twice and defend his WCW US Heavyweight Championship. This led to Big Van Vader defending Rude's title against Nikita Koloff.

The main event was the Steiner Brothers versus Sting & The Great Muta.
