As a heated race for the post of chief minister erupts between the incumbent and a challenger from his own party, political passions play out behind the scenes as seen through a journalist's eyes in this landmark drama. Directed by Jabbar Patel and inspired by Arun Sadhu's novels Mumbai Dinank and Simhasan, the film -- one of India's earliest political pictures -- stars Arun Sarnaik, Shriram Lagoo and Nilu Phule.

Kumar, a thief by profession poses as the son of Raja Bahadur Singh to accept an invitation to the island of Sir John Locksley. The guests include K.P.W. Iyengar aka Romeo, Dr. Dubari, Colonel Columbus, and Countess Sylvia Rasmussen. A stunned Kumar finds out that all of these invitees are master criminals. Kumar's guise does not fool anyone, nevertheless Sir John permits him to stay on. The reason why John has invited them is to find a successor to take his place as he is dying of cancer. He feels that one of his invitees can be trusted to take his place and for this he has arranged for them to steal a ruby (Shalimar) worth 135 crores of rupees. This gem is placed in a secure room within his palace, which is alarmed, and guarded. He challenges one of them to steal the Shalimar - but if anyone fails then they are killed by the security system. Pitted against such veterans, it looks like Kumar has got himself into a bind that he may not come out of alive.

He decides to ask Vijay to leave, and even gives him some money, when Daver bursts in accusing Vijay of having an affair with Suman, an argument ensues, which regresses into fisticuffs, Anil hits Vijay on his head which leads to his death. Daver disposes of the body, and both decide not to tell anyone about Vijay's disappearance...

Dr. Uday Shankar is a kind-hearted Hindu gentleman who has chosen to practise medicine in a village rather than make money by working in a large city. At this time, he happens to rescue a Muslim child, Husain, whose entire family has been wiped out. He raises the boy as his own, alongside his own son, Ajay. As a good Hindu, he decides to raise the boy in the religion of his own parents, and Husain thus grows up to be a practising Muslim living in the backdrop of a Hindu household. Everyone loves the new addition to the household and Husain also is deeply attached to his new family.

Two con men, Vijay and Ajay, manage to hoodwink a number of wealthy people as well as Police Commissioner Khanna. Their lives undergo many changes, after a caper at a casino, where Vijay is recognized by a gangster named P.K., who decides to separate the two friends by claiming that Ajay is his long-lost son; insinuating that Vijay has not been completely forthright with Ajay; and implicating him in the murder of a male named Mac. Wealthy and influential Hindurao Dhonde Patil finds a homeless drunk, brings him home, looks after him, feeds him, finds a room for him, gets him employed, calls him Master, and even finds a woman to look after him. In return, this male steals from Hindurao, is apprehended by the local police, but Hindurao pays for his bail. Hindurao is forced to make a final decision about him after he finds out that Master has been inquiring about a missing army officer named Maruti Kamble.

Haridwar-based Neelkanth Pandey and Shambhu Nath get their children, Bhagwantiprasad and Parvati respectively, married.
