Using a conventional Western story with an all dwarf cast, the filmmakers were able to showcase gags such as cowboys entering the local saloon by walking under the swinging doors, and pint-sized cowboys galloping around on Shetland ponies while roping calves.

The young Austrian princess Marie Antoinette is arranged to marry Louis XVI, future king of France, in a politically advantageous marriage for the rival countries. The opulent Marie indulges in various whims and flirtations. When Louis XV passes and Louis XVI ascends the French throne, his queen's extravagant lifestyle earns the hatred of the French people, who despise her Austrian heritage.

Joe and Lucky travel around New England painting barns in exchange for an advertisement on one side. The meet Madge, who is cruelly treated by a her father who plans to marry her off to someone she despises.

Ellen McHugh, a poor Irish immigrant to America, finds work in a carnival and is thus able to send her son Brian to a fine school. But when her position is found out, the school expels Brian. Mrs. McHugh feels compelled to allow the school principal and his wife to adopt Brian.
