A strange meteor lands in Japan and unleashes hundreds of insect-like "Legion" creatures bent on colonizing the Earth. When the military fails to control the situation, Gamera shows up to deal with the ever-evolving space adversary. Tokusou Robo Janperson was the 1993 installment in Toei Company Limited's Metal Hero Series. The series revolved around Janperson, a robotic detective who patrolled the streets of Tokyo and fought against three different underworld organizations who used super technology to subjugate the masses. Unlike most Metal Heroes, a monster-of-the-week was rarely shown and most of the villains are criminals akin to television police dramas. The name given to this series by Toei for international distribution is Jumperson.

A high school girl, Izumi Gojo, who has been found guilty of murder, falls into the sea and disappears when running away from the police. However, a mysterious group rescues her and had her undertake training to transform her into an assassin. Years later, Izumi seeks to escape the group.

This does not last long as an accident occurs which causes Ryo to regain his memory and escapes Badan. A year later, Ryo begins his attack on Badan as they finish the preparations on their doomsday weapon: the Space Break System. However, a coordinated attack by the Kamen Riders disables the Badancium 84 supplies needed for Space System to work When Ryo arrives, he thinks Kamen Rider V3, Riderman and Kamen Rider Super-1 are enemies until they get him to listen as only one truck full of Badancium 84 makes it to the Badan's base run by Ambassador Darkness.

The Dogma Kingdom attacks the Matagi (mountain tribe) village of Yamabiko to steal the sacred Flying Dragon Fortress and wreak havoc all over Japan.
