Policewoman Carmen returned to Hong Kong from England for training. Her superiors sent her to get close to Niu Lanchang, who had recently taken over Ma Liang's criminal group. The boss first introduced the members of the criminal group, which must include the mean leader Ma Liang, and Niu Lanchang, who recently joined the group.
