A young composer goes blind, and shortly afterward enters his most recent work in a competition. He believes he's won, but doesn't know that his wife couldn't bear to tell him that he didn't. Complications ensue.

The film takes place in the 18th century Austria and revolves around Prince Christian, commonly known as General Crack. His father had been a respectable member of the nobility but his mother was a gypsy. General Crack, as a soldier of fortune, spent his adult life selling his services to the highest bidder. He espouses the doubtful cause of Leopold II of Austria after demanding the sister of the emperor in marriage as well as half of gold of the Empire. Before he has finished his work, however, he meets a gypsy dancer and weds her. Complications arise when he takes his gypsy wife to the Austrian court and falls desperately in love with the emperor's sister.

Now hear this. The studio that gave the cinema its voice offered 1929 audiences a chance to see and hear multiple silent-screen favorites for the first time in a gaudy, grandiose music-comedy-novelty revue that also included Talkie stars, Broadway luminaries and of course, Rin-Tin-Tin. Frank Fay hosts a jamboree that, among its 70+ stars, features bicyclers, boxing champ Georges Carpentier, chorines in terpsichore kickery, sister acts, Myrna Loy in two-strip Technicolor as an exotic Far East beauty, John Barrymore in a Shakespearean soliloquy (adding an on-screen voice to his legendary profile for the first time) and Winnie Lightner famously warbling the joys of Singing in the Bathtub. Rita Martin, the partner of a phony spiritualist who uses information supplied by her to gull and astonish the rubes, gets work as private secretary to John Clayton, a wealthy man who has just disinherited his worthless son, Frank, and left his entire fortune to his upright stepson, Bob Williams. At Frank's request, the spiritualist later performs for the elder Clayton a seance during which Rita impersonates the late Mrs. Clayton and arranges for a reconciliation between Frank and his father. Rita falls in love with Bob, however, and, in order to protect Bob's interests against Frank's, exposes the spiritualist as a faker. Frank is disgraced in his father's eyes, and Bob quickly forgives Rita for her past complicity in Frank's schemes.

Pete Smith, a lift bridge operator in a harbor, feels lonely in his cabin, his only visitor being a policeman on patrol, Sgt. Coughlin. One night, after hearing shots, Smith gives shelter to a wounded man, whom he hides from Coughlin. Before leaving, the man, Marcas, promises to return the favor and the coat he borrows from him. Later, Smith enters the police, and his chief, Mather, suspects he is protecting Marcas, who is actually a gangster. Marcas sends a girl, Mary Monks, to deliver a luxurious coat with a fur collar to Smith. Pete and Mary get along well, and for his sake, she betrays Marcas, who is eventually shot to death by the cops, after having stopped his mob from killing Smith. Mary goes away alone into the night, and when Mather finds out that Pete is protecting her, he drops away the evidence of her presence on the spot.

Young Kenneth Jamieson's millionaire father, fed up with his son's wild escapades, sends him to stay on a chicken farm in the small village of Dedham. On the day he arrives there pretty Diane Lee, the niece of local Rev. David Lee, arrives from Paris. A few days later Kenneth, reverting back to his wild ways, gets drunk and makes a spectacle of himself, but rather than reproving him, Rev. Lee gives him a heart-to-heart talk and gets Kenneth to turn his life around. Meanwhile, the reverend--barely able to get by on the pittance the local vestrymen pay him--asks for a raise but is denied it, being told that he must send Diane away before they'll even consider giving him any extra money. Soon afterward Kenneth falls gravely ill. His father, hearing of Kenneth's condition and of his infatuation with Diane, arrives at the village to see his son and isn't ready for what he finds.

Mr. Billings Spends His Dime is a silent comedy film.

Gerrit Ammidon, despairing of any chance to marry his love, Nettie Vollar, because of a bitter feud between his father and her grandfather, sails to China to "get away from it all".
