Could drinking coffee be against the law? A guy named Rickie, who looks a little down at the heel, says he's read that drinking 60 cups of coffee will kill a man. To find out, he walks into a Dallas café and starts downing cup after cup of java. Two guys in a booth bet on whether he'll get to 60; a lad looks on spellbound while his mom mutters about someone stopping him. At first the waitress is indifferent, then she gets worried and gets her boss. A cop comes in on his break: is Rickie committing a crime? The number of cups he consumes creeps toward 60. Modern-day Texas Ranger, Cordell Walker's independent crime-solving methods have their roots in the rugged traditions of the Old West. Walker's closest friend is former Ranger, C.D. Parker, who retired after a knee injury, and now owns "C.D.'s," a Country/Western saloon/restaurant. Rookie Ranger, James "Jimmy" Trivette is an ex-football player who bases his crime-solving methods on reason and uses computers and cellular phones. Alex Cahill is the Assistant DA who shares a mutual attraction with Walker, but often disagrees with his unorthodox approach to law enforcement.

Among the issues Walker has to deal with: a new partner named Trivette, a group of men terrorizing a circus family who camp out at his home, and some bad guys who plan on the ultimate bank caper.

Joe Keno has abandoned previous ways and methods; the assassin is now also a serial killer. While Keno's victims are found in abandoned warehouses and parks, Steele encounters numerous obstacles. The Chicago cop encounters friendly Texas racists, is ambushed in a redneck saloon, and battles the incompetence and petty jealousy of Dallas police. Meanwhile Steele tries to stop Keno before the Iraqi ambassador becomes his next victim.
