Buzz shows his artwork to Norman at the employment agency. Norman laughs in his face. Buzz takes this personally and later returns to the office building with his friends Goose and Jo Jo. They systematically terrorize the people in different offices on the 13th floor, with only a few grizzled Vietnam veterans and a suicidal lawyer to try and stop them.

The tables turn for cynical police officer Richard Beck when he's viciously attacked by two homicidal crooks. Having never been empathetic toward the victims he's dealt with on a daily basis, Beck must now confront the tough system he was a part of. As he struggles to regain his status at work, he also must make sure those responsible for his attack are prosecuted.

A gay man and a lesbian enter into a marriage of convenience in order to prevent his deportation, and then gradually fall in love with one another.
