The plot is set in modern Moscow, in the 1990s, with "New Russians", Hummer H1 SUVs, bribery, violence, truck fulls of tinned stew as a dowry, etc.

The city "N" seized by chaos and lawlessness. A hitman nicknamed "The Arbiter" accomplishes justice. Experienced investigator and his partner, a young police lieutenant, decided to catch the mysterious killer. During the investigation, it turns out that the killer is a man who were a victim once.

A young guy gets caught on a currency transaction, changing rubles to dollars. But in his mind, he has long overcome not only state borders, but also the laws of gravity.

Three naval cadets accidentally get possession of a secret diary that was stolen from Bestuzhev, a vice-chancellor of Russia. If this diary ever gets abroad, the consequences for the country would be grave. The cadets are trying to return the papers to their owner, but there are others who want to get the papers...
