In the beginning, an "orb" is cast unto Earth. "It" can do two things: change into the form of the thing that stimulates "it"; and come back to life after death. "It" morphs from orb to rock, then to wolf, and finally to boy, but roams about like a newborn who knows nothing. As a boy, "it" becomes Fushi. Through encounters with human kindness, Fushi not only gains survival skills, but grows as a "person". But his journey is darkened by the inexplicable and destructive enemy Nokker, as well as cruel partings with the people he loves.

Those who are too far gone are enrolled at Elite Reeducation Academy in order to help them grow into successful adults. Hibiki is one such teenager who awakens in the facility unaware of how he came to be there. Year 2116—The Japanese government begins to export the Sibyl System unmanned drone robots to troubled countries, and the system spreads throughout the world. A state in the midst of a civil war, SEAUn (the South East Asia Union), brings in the Sibyl System as an experiment. Under the new system, the coastal town of Shambala Float achieves temporary peace and safety. But then SEAUn sends terrorists to Japan. They slip through the Sibyl System and then attack from within. The shadow of a certain man falls on this incident. In charge of the police, Tsunemori travels to Shambala Float to investigate. The truth of justice on this new ground will become clear.
