In realising their scheme to rule the underworld, the Poisonous Snake Gang breeds the 'Blue Poisonous Bees' and sends Red Rose to the Flying Dragon Gang to execute the 'Flying Sting' mission. Chased by Lung King-tin, both of them are captured by Anna Tai of the Female Monster Gang. The three gangs fight for the possession of a nuclear pistol and allegiances shift as the agents fall in love.

The opening scene of an orchestra performance even reminds the audience of Hollywood movies.

Having abducted Muk's mother, Chan presses Muk and her cousin Sau-chen to surrender the genuine article, but Ko unmasks Chan, the spy, by baiting him with the weapon. The police squad led by Fong and Commissioner Suen swarm onto the scene, arresting Chan while he is attempting to flee holding Muk's mother hostage. Chan dies amidst a shower of bullets fired by his own daughter Sau-chen.

Unexpectedly, when it was completed, it coincided with the war between the KMT and the Communist Party in Shanghai. Later, the Kuomintang government completely withdrew from Shanghai to Taiwan, and the film crew stayed in Taiwan. The film was also premiered in Taiwan, becoming the first feature film in Taiwanese film history. The episode "High Mountain Green" was widely sung that year and became a classic in film music.
