“Hana-Dama”—a flower in the wasteland. This flower is a symbol of earthly desires and every human is overwhelmed by desire and their rationality collapses wherever the flower is in bloom. And even today, the “Hana-Dama” continues to blossom profusely somewhere in the world. The story is set in a film theater, the facility keeps on closing one after another during recent years. The last day has come to a film theater which has been maintained by a film-loving owner, the staff, and their unique audiences. The symbol of human desire, “Hana-Dama,” blossoms at the theater and instigates people’s erratic behavior. Upon facing its closure, tremendous chaos that will be noted in the history of Japanese film takes place within this film theater.

Mild-mannered Shizuya Kondo lives a normal life, occupied with his dreary office job as a women's underwear designer. The group led by Teruko was the most famous in the port city of Yokohama. One day, however, a group claiming the same name as Teruko and her group appeared and began extorting them. The group was led by Rosa, who had come from Hayama. Teruko and the others were taken in by Detective Jitsusei on suspicion of extortion, and were even doused with oil. What saved the day was a witness, a runaway daughter named Toshie. Toshie is a half-sister.

On hand, too, are assorted ZZZ blackguards. Several attempts on the Prime Minister's life fail, until finally the ZZZ introduces a new device designed to eliminate not only the Prime Minister but the ISP Agents as well: THE KILLING BOTTLE, then, is a pocket-sized container filled with a substance that can expand to thousands of times its size and throttle its victim, then disappear leaving only the corpse.
