Kenji Utsumi (内海 賢二, Utsumi Kenji, August 26, 1937 – June 13, 2013) was a Japanese actor and voice actor from Kitakyushu, affiliated with the self-founded Ken Production.

He was best known for his roles in Sally the Witch (1966) (as Sally's Papa), Fist of the North Star (as Raoh and Kaioh), Dr. Slump Arale-chan (as Senbei Norimaki), the Dragon Ball series (as Shenlong, Commander Red, Reacoom and the Tenkaichi Budōkai announcer), Fullmetal Alchemist (as Alex Louis Armstrong) and Hajime no Ippo (as Coach Kamogawa). He was also known for dubbing over the voices of actors Carl Weathers, Steve McQueen, Jack Nicholson, Sammy Davis, Jr., Victor Mature and Robert Shaw in the Japanese-language editions of their films.

He received a lifetime achievement award at the third Seiyu Awards.

The pilots would hold each other and then physically trasform their joint bodies in a metallic plate locking itself on the Gakeen (Short for "Gathering Keen") robot's frame thus enabling the super robot to move and fight. This sequence was notable, to an adult's eye, for its almost-sexual connotation.

In the final episode, Sally's grandma informs her she must return to the Magic Kingdom. Before leaving, Sally tries to tell her friends about her origins, but no one will believe her. Then her elementary school catches on fire, and Sally uses her magic to put it out. Her powers thus exposed, Sally's time to leave has finally come. She waves farewell to her friends, and returns to the Magic Kingdom. Being so popular in Japan, mostly the same way as classic Hanna-Barbera characters are in America, a second series was produced 20 years later. The second series continues a few years after the original ending, and finishes with the Original video animation Sally the Witch: Mother's Love is Eternal, in which, at the end, Sally finally becomes the ruler Queen of the Magic Kingdom, but worries about leaving her friends behind.
